Harborplace, a Baltimore landmark that opened in 1980, has undergone many changes since its inception. Designed by Benjamin C. Thompson and built by The Rouse Company, the property comprises two pavilions that house stores and restaurants. These include popular national chains such as The Cheesecake Factory and Johnny Rockets, as well as local merchandise unique to Baltimore and Maryland. The festival marketplace concept was introduced by James W. Rouse, and Harborplace was the first of its kind in Baltimore. It played a significant role in transforming the Inner Harbor into a tourist destination. However, the property faced various challenges over the years. It was sold to Ashkenazy Acquisitions in 2012 and subsequently placed into court-ordered receivership in 2019.

In April 2022, the Baltimore development firm MCB Real Estate stepped in and agreed to purchase Harborplace. By December 2022, the deal was finalized by the Baltimore City Circuit Court. Despite its popularity among tourists, Harborplace has been criticized for its over-reliance on national chains and lack of locally-run businesses. Nevertheless, the property remains an integral part of Baltimore's landscape, attracting visitors from far and wide. “For decades, Harborplace has inspired wonder and excitement, attracting legions of tourists and admirers from around the world,” Bramble said in a statement. “With the property now in hand, we are thrilled to announce the design team who will work with MCB and hear from the community on what Harborplace can be. People like to count Baltimore out. This project will show what we, as a city, are capable of – and showcase the best of Baltimore for our own families, Marylanders across the state, and to the entire world.”
